International Fire Code (IFC)

Fire-sprinkler and fire-alarm requirements, fire-truck access roads and turnarounds, hydrant spacing and water supply, exits, the storage of flammable materials, and defensible space clearing around homes in wildfire-prone foothills are all governed by one model code written by the International Code Council: the International Fire Code (IFC). It covers how buildings and sites are designed and maintained so a fire can be prevented, contained, and fought.

The IFC is a model code, which means it has no legal force until a government adopts it. Arizona has no statewide building code, so each city or county decides which edition to enforce and what local amendments to add. The fire code rides alongside the building code, usually the International Residential Code (IRC) for houses, and the local fire marshal helps enforce it as part of the AHJ.

For example, the Town of Paradise Valley enforces the 2021 IFC. A hillside custom home there can trigger requirements that a flat-lot home in central Phoenix does not, such as a wider fire-access driveway, a residential sprinkler system, and a cleared defensible-space zone around the structure. Those rules are checked during plan review and again at field inspections before the home can be occupied.

The IFC is different from the IRC. The IRC governs how the house itself is built (framing, foundations, energy). The IFC governs fire safety and access on the site and inside the building. Both can apply to the same project. Always confirm the exact edition and amendments your city has adopted, because the year and the local changes decide what you actually have to build.
