
Scottsdale Solar PV Permit: The Small-Scope Review Path for Rooftop Panels
A rooftop solar PV system in Scottsdale needs a building permit, and every application gets reviewed. An array that meets the city's panel placement guidelines qualifies for a fast small-scope review. Ground-mounted systems and layouts that break the guidelines go to full plan review. Adding solar panels to a Scottsdale roof takes a building permit, but not the full plan review a new house goes through. Scottsdale sorts rooftop solar into two lanes. A standard array that sits low and follows the city's placement rules gets a quick small-scope review. Anything unusual, and any ground-mounted system, gets a full plan review. Either way the panels are checked against the fire, structural, and electrical codes before the permit issues.
How Scottsdale reviews a rooftop solar permit
Scottsdale reviews every solar permit, and the layout of your panels decides how deep that review goes. The city puts it directly:
Solar array systems complying with the "Solar Panel Placement Design Guidelines" will be eligible to receive a small scope review; all other submittals, including ground mounted solar systems, will be required to submit for a full plan review.
A small-scope review is the fast lane. It is the city confirming that a familiar, low-profile array meets the rules. That clears faster than a full engineering review. It is also different from the online minimum permit Scottsdale uses for routine electrical work like a panel upgrade or a rewire, which needs no plan review at all. A solar array is always reviewed. What you control is which lane it lands in. The City of Scottsdale is the authority having jurisdiction (AHJ), so its building officials run this review and set the placement rules.
The placement rules that earn the fast review
To qualify for the small-scope review, the array has to sit low and leave the roof reachable for firefighters. The clearances come from the International Fire Code the city enforces, at IFC 605.11:
- Panels stay at least 3 feet below the ridge.
- Each roof slope keeps two 3 foot wide access pathways running from the eave up to the ridge.
- On a roof with hips and valleys, panels stay at least 18 inches off a hip or valley when they sit on both sides.
Height off the roof matters too. On a south-facing pitched roof, the top of the panels stays within 8 inches of the roof surface and runs parallel to it. On a north, east, or west facing pitched roof, panels tilt no more than 15 degrees and rise no more than 24 inches above the roof. On a low-slope or flat roof, panels stay within 30 inches of the roof surface. Break any of these, or mount the system on the ground, and the permit moves to full plan review.
What you submit and the code it meets
A rooftop PV submittal is a small package of plans and product data. Scottsdale wants:
- A site plan and roof plan showing where the array sits, drawn to scale of 1 inch to 20 feet or tighter.
- A roof framing plan giving the framing type, spacing, and span, plus the mounting locations and details.
- Electrical one-line and three-line diagrams, with the short-circuit current listed on each string.
- Cut sheets and listings for the inverters and modules.
The wiring is checked against the 2020 National Electrical Code, the edition Scottsdale enforces. The array goes in under NEC Article 690 and gets the required warning labels. If the array is heavy, meaning dead loads over 50 pounds at the mounting points, the city requires a structural analysis. Two zoning wrinkles can change the path. A home with Historic Property zoning files a pre-application for historic review first. A solar job in a multi-family district needs a homeowner association approval letter with the submittal. One tilt angle, two review lanes
Suppose a homeowner in a standard R1-7 neighborhood adds a 20-panel system flat against a south-facing tile roof. The panels sit 5 inches above the tile, stop 3 feet short of the ridge, and leave a 3 foot walkway up each side. The layout follows the placement guidelines, so the permit qualifies for the small-scope review and clears quickly. The installer pulls it through the SPUR portal, or the homeowner files the owner-builder declaration to self-perform. Once the panels are up, a final inspection has to pass before the system energizes and ties to the grid. Now change one thing. Raise those same panels on a 20 degree tilt to chase winter sun and the array breaks both the 15 degree limit and the height limit, so the identical house drops into full plan review instead.
Keeping the permit in the fast lane
Design the array to the placement rules and the review stays short. Mount the panels low, parallel to the roof, and 3 feet below the ridge. Keep the fire access paths clear. Get your installer the roof framing type, spacing, and span early, because the framing plan and a possible structural check are what stall a submittal. Check your zoning before you assume the fast lane, since Historic Property and multi-family lots carry their own extra step. The tilt decision is where most of the money hides: a few degrees of extra winter yield can trade a small-scope review for a full one. Plan for the final inspection too, which the system needs before it energizes, and which slots into the Scottsdale inspection sequence with the rest of your build.
