
IRC R401-R405: Foundations, Soils & Drainage
IRC R401 through R405 cover the foundation chapter: how the soil is classified, how the ground must drain, and when a foundation has to be engineered. The headline rule is that the lot must slope away from the house at least 6 inches over the first 10 feet.
Chapter 4 of the International Residential Code (IRC) is the foundation chapter, and Sections R401 through R405 set the rules before a single footing is poured. They decide how the lot drains, how the soil under your house is judged, and when a plain slab is not allowed. In the Phoenix metro, this chapter is where soil that swells, called expansive soil, forces an engineered foundation. Here is what each piece requires and why it matters on Arizona ground.
R401: general rules and drainage
R401 sets the baseline. The foundation has to carry the building's weight down to soil that can hold it, and the lot has to shed water away from the house. The grading number is the one to remember:
Lots shall be graded to drain surface water away from foundation walls. The grade shall fall a minimum of 6 inches within the first 10 feet.
That 6-inch fall over the first 10 feet keeps monsoon runoff and irrigation from pooling against the slab. R401.4 is the soil-characteristics rule. When the building official has reason to question the soil, a soil report is required to classify it, and that report drives everything downstream.
R403: footings and the expansive-soil trigger
R403 sizes the footing and contains the rule that reshapes most Valley foundations. Soil that tests as expansive soil (clay that swells when wet and shrinks when dry) cannot sit under a conventional footing and slab. The code sends that design to the International Building Code for an engineered solution, which in Arizona usually means a stiffened post-tensioned slab. R405: foundation drainage
R405 covers drains around foundations that retain earth and enclose space below grade, like a basement. It calls for a perimeter drain of gravel, drain tile, or perforated pipe that carries groundwater away by gravity or a pump. The exception is the key Arizona detail: no drain is required when the foundation sits on well-drained ground or clean sand-gravel soil (Group I under the Unified Soil Classification System). Because most Valley homes are slab-on-grade with no basement, R405 rarely triggers here, but it governs the occasional hillside or daylight-basement build in Cave Creek or Fountain Hills.
What it means for an Arizona custom home
For example, on a build-on-your-lot project in Apache Junction, the order of operations is set by this chapter: the geotechnical engineer drills and tests the soil, the report classifies it, and the foundation gets designed to that report. Clean granular soil may allow a conventional footing. An expansive result means an engineered slab and a thicker stem wall, which costs more but stops the cracking that plagues older homes built before this was enforced. The 6-inch grading rule then has to survive landscaping, so confirm final grade slopes away after the yard goes in.
Edition note
The grading rule (6 inches in 10 feet), the soil-classification framework, and the foundation-drainage exception are stable across the 2018, 2021, and 2024 IRC. The 2024 edition tightened a few detailing items, but the homeowner-level numbers did not change.
