
IRC P2903 Water Pressure: The 80 PSI Limit and Thermal Expansion
IRC Section P2903 caps the water pressure inside your home at 80 psi. Where the city main runs higher, and parts of the Phoenix area do, a pressure-reducing valve is required. That valve creates a closed system, so a water heater then needs an expansion tank to absorb the pressure that heating water builds up.
Water pressure is one of those things you only notice when it is wrong, either a weak trickle at the tap or a bang in the pipes when a valve shuts. Section P2903 of the International Residential Code sets the ceiling on that pressure and handles a side effect that trips up a lot of builds. It matters in Arizona, where some city water mains push pressure well past what a house should ever see.
The 80 psi ceiling
The code puts a hard cap on the pressure inside your home:
The static water pressure shall be not greater than 80 psi.
Too much pressure wears out valves, hammers fixtures, and shortens the life of a water heater. Where the city main arrives above 80 psi, and several Phoenix-area systems do, the code requires a pressure-reducing valve, a PRV, installed right where the water service enters the house, to bring the pressure down into a safe range.
The catch: thermal expansion
Here is the part people miss. A PRV, or a backflow preventer, or a check valve, turns your plumbing into a closed system. Water can flow in, but it can no longer push back out to the street. Now heat your water heater. Water expands as it warms, and in a closed system that expansion has nowhere to go, so the pressure climbs, sometimes well past 80 psi, and the water heater's relief valve starts to weep. The code's answer is a thermal expansion tank, a small tank that gives the expanding water somewhere to go. Whenever you have a closed system and a storage water heater, that expansion control is required, not optional.
Why it matters in Arizona
For example, take a home on a city main delivering 95 psi. Your plumber sets a PRV at the service entry to bring the house down to around 65 psi. That solves the pressure, but it also closes the system, so the same plan now needs a small expansion tank near the water heater. Skip it and you get a relief valve that drips, a water heater that ages fast, and a warranty callback. The two pieces, the PRV and the expansion tank, belong on the plan together.
Rural lots reach the same place by a different road. A home on a well or a cistern has no city main to knock down, so the 80 psi ceiling rarely comes into play at all. The check valve on that well still closes the system, though, and a closed system with a storage water heater still needs expansion control.
Which edition applies to your build
The 80 psi cap and the expansion rules are stable across recent IRC editions. Arizona sets no statewide code, so confirm which edition your AHJ adopted in the building code editions by city reference.
What to check on the plan
Two items, one line each. Look for a PRV at the service entry if the main runs hot, and an expansion tank at the water heater if anything closes the system. Both are cheap at rough-in and annoying later. The water heater's relief valve and drain pan are the safety net when neither one is there, and the whole supply system gets pressure-tested at your plumbing inspection.
