The building permit and plan review fee
Fountain Hills sets the building permit and plan check fee on a per-unit basis, meaning by square foot and linear foot, under the rates in the Town's adopted fee schedule. The Town's own user fee study describes it that way: the Town "assesses building permit/plan check fees on a per unit basis (square foot, linear foot basis)." That is a different model from a flat valuation table. Your permit fee scales with the size of the house, and plan review is charged alongside it.
The exact per-square-foot rates live in the adopted fee schedule, which the Town Council resets each fiscal year (the Council adjusted the fee schedule again for FY2026). For example, a larger home and a small casita are billed the same per-square-foot rate, so the bigger the air-conditioned area, the larger the permit fee. The fire-sprinkler cost adder
Fountain Hills requires an automatic fire-sprinkler system in new one- and two-family homes, and the review and inspection of that system is billed on its own line. Based on the Town's fee study, the residential automatic sprinkler plan review and inspection fee runs about $340 as a base charge for up to 4,400 square feet, then roughly $0.08 per square foot above that. On a 5,500 square foot home, that is the $340 base plus about $88 for the additional 1,100 square feet, so roughly $428 for the sprinkler review and inspection. That is on top of the building permit fee, not included in it. The installed cost of the sprinkler system itself, paid to your fire-protection contractor, is a much larger separate number. Treat the Town fee and the install cost as two different lines.
The development impact fee: $8,816 per single-family home
Impact fees are charges a town collects on new construction to pay for the public infrastructure that growth requires. Arizona authorizes them under A.R.S. 9-463.05. Fountain Hills adopted a new schedule by Resolution 2026-01, and the Town stated the single-family number directly:

So a single detached home pays $8,816 in combined development impact fees, effective April 6, 2026. The same resolution sets a multi-family unit at $5,462 and nonresidential categories by the 1,000 square feet. This impact fee is usually the largest single Town charge on the whole project, far larger than the permit or sprinkler fees.
There is a protection worth knowing. Under Town Code 7-2-10 and A.R.S. 9-463.05, Fountain Hills freezes the impact-fee schedule for 24 months once you submit a valid building permit application that then proceeds. For a single-family build, the fees in force when you pull the permit stay locked for 24 months after the first permit issues under your approved plan or plat.
When these fees come into play
- At permit application. The per-square-foot building permit and plan review fee is invoiced when you apply, and the fire-sprinkler review fee is billed with the sprinkler plan.
- Before the permit issues. Development impact fees are collected at or before permit issuance, so the $8,816 is part of the cash you bring to start construction, not a later bill.
- The 24-month clock. If you have an approved plan, pulling the permit starts the freeze, which matters if the Town raises fees again mid-project.
