
Carefree Residential Zoning and Setbacks: Big Desert Lots and Where the House Goes
Carefree's residential zones require deep yards and a low 24 foot height cap. Rural-70 needs a 60 foot front and rear yard and 30 foot sides at 13% coverage. Rural-43 drops to a 40 foot front and rear at 17%. The smaller R1-18 needs a 30 foot front and 10 foot sides at 25% coverage.
Carefree protects its desert and mountain character with deep yards and a low roofline, so the setback, the open distance your home must keep from each property line, is larger here than in most Phoenix-area cities. The town's main residential zones run from Rural-190 (190,000 square feet, over four acres) down to R1-10 (10,000 square feet), and every one of them caps building height at 24 feet. Those big lots come with big setbacks and tight coverage limits.
What the districts require
Carefree's Section 6.01 sets one development-standards table for every zone. The residential districts share a 24 foot height cap, but their yards and coverage step down as lots get smaller:
- Rural-190: 190,000 sq ft min lot, front 60 ft, side 30 ft, rear 60 ft, lot coverage 6%, max disturbed area 18%.
- Rural-70: 70,000 sq ft min lot, front 60 ft, side 30 ft, rear 60 ft, lot coverage 13%, max disturbed area 39%.
- Rural-43: 43,560 sq ft min lot, front 40 ft, side 30 ft, rear 40 ft, lot coverage 17%, max disturbed area 51%.
- R1-35: 35,000 sq ft min lot, front 40 ft, side 20 ft, rear 40 ft, lot coverage 20%, max disturbed area 60%.
- R1-18: 18,000 sq ft min lot, front 30 ft, side 10 ft, rear 30 ft, lot coverage 25%, max disturbed area 75%.
- R1-10: 10,000 sq ft min lot, front 20 ft, side 7 ft, rear 25 ft, lot coverage 30%.
The town states its height rule from the natural ground, not an average:
No part of any structure may rise more than twenty-four (24) feet above natural and finished grade directly below.
That wording matters on Carefree's rocky, sloped lots, where a tall roof over a low spot still counts against the 24 foot limit. The town also caps any single wall at 18 feet without a 6 foot break, so long flat walls have to step.
When setbacks come into play
Setbacks, coverage, and disturbance drive the site plan before you draw the house:
- Build-on-your-lot. For example, on a Rural-43 acre, the 40 foot front and rear plus 30 foot sides carve a wide border out of the parcel, and the 17% coverage cap limits the house-plus-garage footprint. The lot coverage cap and the setbacks are separate tests, and the house has to pass both.
- Disturbed-area cap. Carefree also limits how much of the lot you may disturb at all, counting driveways, graded pads, and septic. Rural-70 allows only 39% disturbance, so even the cleared ground is capped.
- Mountainside lots. Parcels on slopes face extra rules, including a stricter 12 foot height where a structure crosses a ridgeline, and reduced disturbance.
A setback miss on the site plan is a common reason a Carefree plan gets kicked back, so the town confirms each yard distance before the permit moves forward.
What this means for you
Confirm your Rural or R1 district first, because a Rural-70 front yard of 60 feet pushes the house far off the road, while an R1-18 lot needs only 30 feet. Plan the footprint against the coverage cap early, since 6% on a Rural-190 lot is generous in raw square feet but still ties the house size to the parcel. Remember Carefree measures height from natural grade and caps it at 24 feet, lower than the 30 feet allowed in Phoenix or Scottsdale, so a steep lot does not buy you extra height and a two-story plan has less room.
