Carefree Adopted Building Codes: The 2018 I-Codes That Apply to Your Build

Your home in the Town of Carefree is checked against a stack of national model codes that the Town Council voted to adopt by reference, then edited for local desert conditions. Carefree runs the 2018 editions, which are a cycle or two behind newer neighbors like Cave Creek and Fountain Hills, so the exact rules differ depending on which town line your lot sits inside. Which codes Carefree enforces

Carefree adopted the 2018 family of International Codes (often called I-codes) for most construction, plus the 2017 electrical code. The editions took effect January 24, 2023. Here is the current list the Town's Building Department enforces, as written into Town Code Section 10-1-2:

• 2018 International Residential Code (IRC): one- and two-family homes and townhouses. This is the main code for a custom house.
• 2018 International Building Code (IBC): larger and commercial structures.
• 2018 International Plumbing Code (IPC), with Appendix C: water supply, drains, and fixtures.
• 2018 International Mechanical Code (IMC): heating, cooling, and ventilation.
• 2018 International Fuel Gas Code (IFGC): gas piping and gas appliances.
• 2018 International Energy Conservation Code (IECC): insulation, windows, and HVAC efficiency.
• 2018 International Fire Code (IFC): fire and life-safety provisions.
• 2017 National Electrical Code (NEC): all wiring and electrical work.

The IRC is the code a single-family builder lives in day to day. The Town of Carefree is the authority having jurisdiction (AHJ) that adopts, amends, and enforces these codes, so its Building Official, not the county and not the state, has the final word inside town limits.

One point matters for plumbing. The Town's older handout still listed the 1994 Uniform Plumbing Code, but the codified ordinance in Section 10-1-2 adopts the 2018 International Plumbing Code. The codified Town Code controls, so build to the 2018 IPC and confirm the live plumbing code with the Building Department before you draw fixtures and drains.

What the Town says

The codified ordinance states each adoption plainly. Section 10-1-2 opens its residential provision this way:

Effective January 24, 2023, there is herewith adopted, by reference, the International Residential Code, 2018 Edition, published by the International Code Council.

The same section repeats that pattern for the IBC, IPC, IMC, IFGC, IECC, IFC, and the 2017 NEC, each adopted by reference and then changed by Carefree's local amendments. So the rule you build to is the published 2018 edition as modified by the Town's amendments for that code. The adopting ordinance is Ordinance 2022-02, which amended Carefree's building code to the 2018 editions and replaced the Town's prior 2006-era adoptions.

When this comes into play

The edition controls real decisions from day one of design:

• Your framing, bracing, and foundation details follow the 2018 IRC as amended. A plan drawn to a newer 2021 or 2024 set may carry details Carefree's older code does not require or match, and the reviewer checks against the 2018 text.
• Outlet spacing, arc-fault and ground-fault protection, and panel sizing follow the 2017 NEC. An electrician working from a 2020 or 2023 code book is ahead of what Carefree adopted, which is usually fine but should be confirmed against the 2017 base.
• Energy compliance runs on the 2018 IECC as amended, a lighter path than towns on the 2024 energy code, but you still have to hit the 2018 numbers.

For example, suppose you submit a 3,000 square foot custom home plan in Carefree in 2026. The plan reviewer checks your framing against the 2018 IRC, your wiring against the 2017 NEC, your gas piping against the 2018 IFGC, and your energy sheet against the 2018 IECC. If your designer reused a set drawn to Fountain Hills' or Cave Creek's 2024 codes, several editions will not line up, and the plan can come back with corrections before a permit issues. Edition is tied to the code in effect for your permit, not the newest book on the shelf.

What this means for you

Hand your designer, structural engineer, and trades one clear instruction. Build to Carefree's 2018 I-codes and the 2017 NEC, with the Town's amendments applied, and use the 2018 IPC for plumbing. That single sentence prevents the most common and expensive plan-review correction, which is a sheet drawn to the wrong edition or to a neighboring town's newer code. Carefree sits behind Cave Creek and Fountain Hills on the code cycle, so a set drawn for one of those towns is not automatically right for a Carefree lot, and the reverse is also true.
