Arizona Registrar of Contractors (ROC)
The Arizona Registrar of Contractors (ROC) is the state agency that licenses, regulates, and disciplines construction contractors. It sets license classes, takes consumer complaints about poor work, and runs the Residential Contractors' Recovery Fund that can reimburse homeowners up to $30,000 when a licensed builder fails.
Under A.R.S. 32-1101, anyone who builds, alters, or repairs a structure for pay is a "contractor" and must hold a license from the state agency that licenses and polices the people who build in Arizona: the Arizona Registrar of Contractors, almost always shortened to ROC (or AZ ROC). The agency sets the license classes, checks that applicants meet experience and exam requirements, and can suspend or revoke a license for cause.
The ROC does three jobs that matter to a homeowner. First, licensing: it issues and renews contractor licenses and publishes a searchable license lookup so you can confirm a builder is current before you sign. Second, complaints: if a licensed contractor does poor work or walks off the job, you can file a written complaint and the ROC investigates, inspects, and can order the contractor to fix the problem or face discipline. Third, the Residential Contractors' Recovery Fund: a consumer-protection fund every residential contractor pays into.
The Recovery Fund is the part most owners do not know about. If a licensed residential contractor does shoddy or unfinished work and you cannot collect from them directly, the fund can reimburse you up to $30,000 per residence, with a cap of $200,000 per contractor license. You must have hired a licensed contractor (the fund does not cover unlicensed work) and follow the ROC's claim steps.
For example, a Cave Creek homeowner hires a licensed builder for a custom home. The builder takes the draws but leaves the framing defective and stops returning calls. The owner files an ROC complaint, the ROC investigates and rules against the builder, and the owner files a Recovery Fund claim for the cost to repair, up to the $30,000 cap.
The ROC is also why hiring a licensed contractor matters so much in Arizona. An unlicensed contractor is outside this whole system: no recovery fund, no disciplinary recourse, and under state law they often cannot even sue you to collect. When you check a builder, you are really checking their standing with the ROC.
