
Flame Spread Index
Flame spread index is a number that rates how quickly fire travels across the surface of a building material. It comes from the ASTM E84 tunnel test, where fiber-cement board scores 0 and red oak flooring scores 100. Codes use the score to decide where a material is allowed to be used.
The number comes out of one specific test. In ASTM E84, also published as UL 723 and known as the Steiner tunnel test, a sample about 24 feet long is mounted face down in the ceiling of a tunnel. A gas flame burns at one end for 10 minutes while technicians track how far fire travels. Results are scaled against two reference materials: fiber-cement board is 0, select-grade red oak flooring is 100. The same run yields a smoke-developed index, which scores how much smoke it puts out.
Codes sort that raw number into groups. Under Section 803.1.2 of the International Building Code, interior wall and ceiling finishes are Class A at 0 to 25, Class B at 26 to 75, and Class C at 76 to 200, and all three cap smoke-developed index at 450. The residential code sets a ceiling instead of a class: Section R302.9.1 caps wall and ceiling finishes at a flame spread index of 200, and R302.9.2 caps smoke at 450.
For example, a Scottsdale great room with a tongue-and-groove wood ceiling is where the number bites. Most untreated softwoods land in the Class B or Class C range, which clears R302.9.1 for a ceiling finish in a house. Fire-retardant treatment moves the same species into Class A, which a stricter assembly or local amendment may require. Ask the supplier for the ASTM E84 report before you spec the material, not after.
Insulation carries a tighter limit. Section R316.3 requires foam plastic in a home to test at a flame spread index of 75 or less, and a smoke-developed index of 450 or less, measured at the thickness you plan to install. Passing that test does not let the foam stay exposed. It still sits behind a thermal barrier. Flame spread rates how a surface burns; a thermal barrier keeps fire off the foam to begin with.
