
IRC R703: Exterior Wall Covering
IRC R703 sets the rules for siding and stucco on an exterior wall. For traditional stucco it requires three coats over lath, a water-resistive barrier behind it, and a weep screed at the base that drains trapped water out, kept at least 4 inches above the soil.
Stucco covers most of the homes in the Valley, and Section R703 of the International Residential Code (IRC) is the part of the code that says how it goes on. The rules cover any exterior wall covering, from fiber-cement siding to brick, but the stucco provisions in R703.7 are the ones that matter most here. Done right, the system sheds water and lasts decades. Done wrong, water gets trapped behind the wall and the problems hide until they are expensive.
What R703 requires
R703 has two big jobs: keep water out, and hold the covering on. Behind any covering, R703.2 requires a water-resistive barrier (a vapor barrier cousin, usually building paper or a house wrap) that acts as the drainage plane. For traditional stucco, R703.7 requires the plaster to be applied in three coats over metal or wire lath:
Plaster shall be not less than three coats where applied over metal lath or wire lath.
The three coats are the scratch coat, the brown coat, and the finish coat, applied over lath that is fastened to the framing per ASTM C1063. At the bottom of the wall, R703.7.2.1 requires a weep screed, a metal flashing that lets any water that gets behind the stucco drain back out. The code places it at least 4 inches above the earth or 2 inches above a paved surface, and the water-resistive barrier and lath have to lap over its flange so water rides down and out, not behind it.
What it means for an Arizona custom home
For example, on a custom home in Phoenix or Fountain Hills, the wall is built up in order: sheathing, then two layers of water-resistive barrier (a common detail over wood sheathing in a dry climate), then the weep screed at the base, then lath, then the three stucco coats. The three coats together run about 7/8 inch thick over the lath. The weep screed sitting 4 inches above the dirt is the detail inspectors check closely, because builders who bury it lose the drainage path, and in monsoon season that traps water against the framing.
Arizona's dry heat is easy on stucco most of the year, but the monsoon and irrigation are where the weep screed earns its place. Sprinkler spray and splashback at the base of a wall are the real moisture source here, not driving rain. Keeping the screed clear of soil and mulch is what lets that water escape. Edition note
The three-coat rule, the weep screed placement, and the water-resistive barrier requirement are consistent across the 2018, 2021, and 2024 IRC. The 2021 edition tightened the water-resistive barrier language and the wood-sheathing provisions in R703.7.3, clarifying when a second layer or a drainage gap is needed, but the core stucco assembly homeowners ask about has not changed. How it connects
The exterior covering set here has to stay attached against the wind load from R301 design criteria and is fastened to the wall framing built under R602 . The water-resistive barrier works with the wall insulation that drives the R-value of the assembly.
