IRC R507 Deck Requirements: Ledger Attachment and Lateral Load in Arizona

IRC Section R507 governs how an exterior deck is built and, most of all, how it attaches to the house. The ledger has to be bolted rather than nailed, a separate lateral-load connection ties the deck back to the floor framing, footings carry the loads to the ground, and guards are required more than 30 inches above grade.

Deck collapses almost always trace back to one thing: how the deck was attached to the house. IRC Section R507 exists to prevent that. It sets how an exterior deck connects to the home, how it sits on the ground, and how it keeps people from falling off the edge. In Arizona this matters most on hillside lots and second-story balconies, where a deck can sit well off the ground.

The ledger connection, and why nails are banned

A deck attached to the house hangs from a ledger board fastened to the home's floor framing. The code requires 1/2-inch lag screws or through-bolts, driven into at least 1.5 inches of solid wood and staggered along the board. Nails are not allowed. They work loose and pull out under load. The fasteners also have to reach all the way through:

the tip of the lag screw shall fully extend beyond the inside face of the band joist.

Flashing over the ledger is part of the same rule. Water that rots the ledger destroys the connection holding the deck up.

The lateral load connection

Bolting the ledger down is not enough by itself. The code also requires a separate lateral load connection. That is a hold-down device tying the deck framing back into the house floor, so horizontal force cannot peel the deck off the wall. Think of a crowd shifting their weight at the same moment. This is the piece that was missing in the collapses that pushed the code to add it. In practice it is a pair of tension hold-downs run through the deck joists and anchored into the house framing.

Footings and guards

The deck's posts land on concrete footings sized to carry the load down to firm soil. The same design-load rules apply to them as to the rest of the house, set out in design criteria. And wherever the deck's walking surface sits more than 30 inches above the grade below, the code requires a guard along the open sides.

Say a hillside lot drops 4 feet across the deck footprint. The uphill corner ends up 14 inches above grade and the downhill corner 62 inches. The 30-inch line then falls partway along each side, so the guard requirement picks up there and carries around the low end, even though the same deck sits under the line at its uphill corner.

Decks versus patios in Arizona

R507 is about structural, usually raised wood decks and balconies. A ground-level concrete patio poured on grade is not a deck under R507, so it needs no ledger or lateral connection. Most Arizona homes have covered patios at grade. Hillside and two-story designs often add a true raised deck for the view, and that is where R507 applies in full.

Which edition applies to your build

R507 has grown more detailed across recent editions. The 2021 IRC carries prescriptive tables for ledgers, joists, beams, and connections. Because Arizona cities and counties each adopt their own, confirm the edition your AHJ enforces in the building code editions by city reference before your framer sets the ledger.
