Section M1401.3 of the International Residential Code (IRC) bans the oldest shortcut in HVAC: picking an air conditioner by square footage. It requires the equipment to be sized from an actual load calculation of your specific house. In Arizona, where the system runs against 110-degree heat for months, that calculation is the difference between a house that cools evenly and one that short-cycles, runs humid, and wears out early.

What M1401.3 requires

The code names two ACCA (Air Conditioning Contractors of America) methods and requires both steps. First you calculate the load with Manual J , then you select the equipment with Manual S. Here is the rule:

Heating and cooling equipment and appliances shall be sized in accordance with ACCA Manual S based on building loads calculated in accordance with ACCA Manual J.

Manual J adds up how much heating and cooling the house actually needs. It looks at insulation levels, window area and orientation, air leakage, ceiling height, and the local design temperature, room by room. Manual S then takes that load and picks real equipment from the maker's performance data. That includes how much sensible (temperature) and latent (humidity) capacity the unit puts out. The point is to match the equipment to the load, not to round up to the nearest big number.

Why bigger is not better

For example, a 3,000-square-foot home in Scottsdale built tight, with good insulation and modern windows, might calculate to a 4-ton cooling load, while the old rule-of-thumb would have slapped in a 5-ton unit. An oversized air conditioner cools the air fast, then shuts off before it has run long enough to pull moisture out, so the house feels cold and clammy and the compressor short-cycles. That cycling wastes energy and shortens equipment life. Right-sizing through Manual J avoids it.

The Arizona cooling load is driven by the sun. Roof and attic heat, west-facing glass, and a design temperature near 110 degrees all push the number up. That is why this calculation pairs so tightly with the building envelope. A higher ceiling R-value and better windows lower the Manual J load. That lets you install a smaller, more efficient unit. The efficiency of that unit is rated by its SEER number, so the load calc and the SEER rating work together: size it right, then make it efficient.

What inspectors and lenders look for

Many Arizona jurisdictions ask for the Manual J report at permit, and energy programs and some construction lenders want it too. The HVAC contractor or a mechanical designer produces it from the plans. If the design changes (you add west glass or vault a ceiling), the load changes, so the calculation should reflect the final drawings, not an early version.

The Manual J and Manual S requirement is consistent across the 2018, 2021, and 2024 IRC.
